Ms Nancy Caruana

Nancy Caruana was born in Zurrieq on the 15 April 1964.  Following her education at Zurrieq Primary and Secondary schools and the New Lyceum in Msida, in 1982 she commenced her 30 years-long experience within the Public Service starting off as a female typist at the Examinations Department. Since then she made her way up the career ladder progressively. 

In 1994, Ms​ Caruana moved to the VAT Department taking up the post of a VAT Inspector. During her span at the VAT Department she touched upon issues related to Value Added Tax and widened her knowledge by attending several courses locally and abroad on VAT Legislation and the changes which have taken place with EU accession. Furthermore, she attended courses aimed to increase knowledge relating to Financial and Human Resources Management.

She was then entrusted the role of the Central Liaison Officer and she was responsible for the VAT Exchange of Information (VIES) on Administrative Co-Operation between EU Members States.  She was also the Competent Authority for the Recovery of Taxes and a Member of the Public Finance Sectoral Committee for the Euro Changeover.

The Senior Principal examination in 2009, was a turning point in Ms Caruana’s career as soon after she was promoted to Assistant Director at the Government Property Department responsible to Enforcement Issues.  In 2010, Ms Caruana was appointed Director Finance and Administration within same Department, this time responsible to the HR Department, IT, Procurement and Finance, and the overall administration of the Department.  During this period, she also obtained a Certificate in Human Resources through the Foundation for Human Resources Development (FHRD).

In 2014, she was appointed as Director Tourism within the Ministry for Tourism where she played a significant role in the HR aspect. Later in 2014, Ms Caruana was promoted to   Permanent Secretary within the Ministry for the Economy, Investment and Small Business. Her main responsibilities are to effectively plan, generate, allocate and account for resources through the implementation of fiscal and economic policies. With the support of entities within the Ministry’s portfolio, Ms Caruana facilitates social and environmental policies towards providing and enabling sustainable growth and development.
